Kallace,

Please refer to your letter 54447/3/48 of the 15th November enclosing the draft to Hong Kong (which we have already cleared by telephone) about the Soviet steamships "Simferopol", "Svirstroi" and "Sergei Lazo".

I enclose a copy of a draft despatch to Moscow on the lines which you suggest in your letter and I should be grateful for your comments, either by letter or by telephone, at your convenience. In particular,

I think it would help Moscow if you could express the Hong Kong dollar figures which I have quoted in terms of pounds sterling. I know the rate is about 16HK to the £1 but would be grateful if the amounts could be calculated exactly.

You will see that I have included the "Sergei Lazo" charges with the others; I can confirm that

(12) a '47 file. there have been no developments about this ship since

on

the Embassy's note of the 14th August, 1947.

I am not quite sure that paragraph 5 of the enclosed draft explains fully enough the position.

W.I.J. Wallace, Esq.,

Colonial Office.
